Meetings held from 28th October 1842 - 28th April 1843

Meeting held on the 28th October, 1842

[125] Laurence Murray was called, being one of the paupers, and it being discovered that he did not belong to the union, was discharged.  David Coffee, his wife and child, were discharged, not belonging to the union. 
[126] John Molony, a pauper, was discharged on the grounds that his wife and family lived in Liscannor and that they did not come into the workhouse with him, he could not himself be relieved.  Several tenders having appeared from revising valuators, it was moved by Mr. Morony and seconded by Mr. Slattery that they be not opened nor read until the Commissioners should be first consulted as to the time of appointing a revisor upon showing the necessity of a revision.  Moved by Mr. James Clancy and seconded by Peter J. Owen that the tenders be opened and read. 
The tenders were ordered to be read upon a majority of votes.  Moved by Cornelius O' Brien Esq., M.P and seconded by Mr. O' Dwyer that the clerk be directed to acknowledge the receipt of the Commissioners' letter of the date of the 26th of October, l842, and state that a new valuation or revision is necessary in consequence of various complaints of inequality and omissions, particularly in regard to thithes [sic] which were all together omitted in the present valuation and that the clerk be requested to state that it is the wish of the board such revisions would be ordered and sanctioned by the Commissioners and that no person be appointed to revise the valuation, until such order is obtained.

Moved as an amendment by Peter J. Owen and seconded by Pat Clancy,
Resolved that as the making of a new rate on this union is indispensable shortly, and as we deem the existing valuation insufficient in several important particulars namely, the omission of the rent charge and of several townlands, and also numerous changes in occupancy and subdivisions of lands made since the former valuation, we appoint Mr. Pat Shannon to revise the valuation, and request the Commissioners to approve the appointment.  Upon a division the amendment was carried by a majority of nine to five.  Pat Shannon is appointed a revisor of the valuation for one year at 30 salary.  

Read tenders from vaccinators. 
Ordered that Thomas W. Blackwell be vaccinator in the district of Ennistymon and Kilfenora, on the terms proposed by the Commissioners namely, ls. for every successful case to 200, and 6d. for every successful case beyond 200.

Meeting held on 4th November, l842.

Messrs. Leslies' letter being read in answer to a communication of the clerk with regard to the price of surgical instruments,
Ordered that the clerk write to Messrs. Leslie and request they will be more explicit as to their answer on the subject referred to. 

It appearing that the master was in the habit of having the boys and girls at work,
Ordered that the boys and girls of the workhouse under 15 be not employed at any labouring work in future. 
It appearing that the potatoes could not be well cleaned by being washed in the nets, ordered that the practice of doing so be discontinued.

[130] Resolved:-
- that the boys and girls get shoes and stockings, and that the male paupers get an additional cap each.
- that the cost of each pauper in every electoral division daily and weekly and the cost of officers appear every Friday on paper before the guardians and that they be not referring to books.
- that the boys and girls be kept in future in a more cleanly state than they appear this day and that greater cleaning be observed in the house and yards generally. 
- that the bread be supplied in 4 lbs. loaves in future, instead of loaves of a smaller size.
- that 2 lb. of washed thread be had to mend stockings.
- that James O' Gorman, Mort Slattery, and Pat Clancy be a committee to inspect the furniture of the house.
- that the schoolmistress and her children be supplied with beds and bedding as a relief by way of loan.
[131] - that the clothes of the paupers of both sexes, when coming into the workhouse, be washed and ventilated under the superintendence of the master and matron. 

Moved by Pat Clancy and seconded by Mort Slattery that on this day fortnight they will move to dispose with the services of the schoolmaster.

Ordered that the several applicants for money get cheques for same, namely,

Ordered that the clerk post notices for the receiving of tenders for 2 brass candlesticks for the use of the altar in the workhouse.

Meeting held on the llth of November, l842.

Doctor Finucane represented that there were two entrances on the south side of the house at the foot of the stone stairs without doors, and several openings besides and that it was very dangerous to the health of the inmates to admit the cold which must necessarily pass through those. 

Ordered that doors and frames be put to those passages, and that the openings be also stopped with slung shutters and the clerk be directed to invite tenders for the execution of same.

It being represented by some paupers that 3 1/2 lbs. of  potatoes were not sufficient for each meal for adults,
Ordered that each male adult pauper gets 4 lbs. of well  washed potatoes for breakfast and same for dinner in future.

Read tenders for salt. 
Ordered that James Hurley be the contractor for salt at 4d. per stone for 12 months from this date. 
Read tenders for offall. 
John O' Brien is declared the contractor for 12 months at 4 1/2d. per head or per pauper. 
Read tender from Doctor Michael MacNamara for vaccination for ls. 6d. for every successful case. 
Ordered that Mr.MacNamara be declared the contractor for vaccination in the Corofin district, at the rate of ls. 6d. for every successful case. 
Mr. Patrick Clancy withdraws his notice of dispensing with the services of the schoolmaster which he was to move on this day week. 
James Shannon give notice that he will, on this day week, remove Mathias, Michael, and John MacNamara, and Peter and John Flannory all of whom he says have been improperly located on the union at large.

Resolved that we submit to the Commissioners that this board consider the sum of 50 per annum but a moderate salary for the clerk on account of his unceased trouble and that he ought to be allowed that sum upon the understanding that no application shall in future be made for any further augmentation, even in case of increased duties, to which understanding we hereby confine him. 

Friday l8th November l842, 2 o' clock p.m.

This meeting is further adjourned to Friday the 25th Nov. l842, at 12 o'clock noon, in consequence of the non-attendance of guardians.

Meeting held on the 25th day of November, l842.

Laurence Murray, a pauper, was admitted on Corofin Electoral Division.  The Assistant Commissioner presented a deed of charge for the sum of 400, which was ordered to be signed upon his explaining the nature and the necessity of doing so.  It appearing that the union has been put to the unnecessary expense of 29.l8.ll by means of the contractors promising to have given up the workhouse on the first day of March last, and his having failed to do so until the ninth of August following, caused the guardians to purchase storage for clothing and furniture to the above amount by reason of such neglect on the part of the contractor together with the sum of 56.l4.0 paid to the clerk of works, which was also consequent upon such disappointment and delay.

Resolved that we earnestly request of the Commissioners upon the settlement of the account with the contractor to stop from him the said sums amounting in all to 86.l2.11 which he so wantonly caused this union to incur.  Doctor Shannon being called upon to give his opinion, as to whether 4 lb. of potatoes for each meal, for adult male paupers was more than sufficient to support them in good health, who stated, that each adult male pauper at work could not be sufficiently subsisted with a lesser quantity.  Ordered that each adult male pauper gets 4 lb. of washed potatoes at each meal. 

Ordered:-
- that clerk invites tenders for offall at a fixed sum for three months from Friday next.
- that a sufficient quantity of worsted knitting pins and needles be advertised for, for the purpose of training the female paupers and children to the industrial habits of knitting stockings and mending them.
- that Messrs. Twohy and McDonough get remuneration for the storage of the furniture made by them for the use of this workhouse.
[137] - that the boys and girls of the workhouse be kept three hours at school each day, and the remaining time at such work as will best benefit them for future independence.
Resolved that the board of guardians, having taken into consideration the letter of the Commissioners relative to the giving of an _______ sum for vaccinating in the Currofin district, are of the opinion that from the comparitively small population of that district the sum of one shilling and six pence is the lowest remuneration that should be given to the medical practicioner.

Resolved that the clerk attend in future to the mode of conducting the business of the board, as laid down by Mr. Gilbert the A.P.L. Commissioner and that every member of this concurs therein henceforth, viz.

1. The minutes of the former meeting first read.
2. The business arising out of them disposed of.
3. The clerk to read the master's provision book.
4. The demands for supplies.
5. The visiting committee's report.
6. The medical report and the master's report.
7. The register to be signed
8. The paupers to be admitted.
9. The collectors' accounts read
10. The treasurer's accounts read.
11. Tenders to be disposed of.
12. Checques to be issued
13. Motions and general business.

Meeting held on the 2nd day of December, l842.

Ordered:-
- that the children get no bread for supper after this day and that children under 6 get 2 1/2 1bs. of potatoes
for each meal and children over 6 to get 3 lb. potatoes for each meal, unless bread be ordered by the medical gentlemen.
- that the clerk communicates to the Commissioners that there are several leaks in the plane slating of the workhouse already and that it is our opinion that these defects should be made good by the contractor. 
- that five fire tongs and five fenders be purchased by the master for the use of the kitchen, male and female day rooms and school rooms.

Read tenders for towels.
Ordered that Mr. Pat O'Dwyer be the contractor for 24 linen towels at 3d. each.  
Ordered that William Anderson be the contractor for 2 brass candlesticks for the use of the altar.
Ordered that a rate of 5d. in the pound be made on the union in general.  The following contractors produced several bills for payment which was ordered to be made forthwith.  Mr. Morony vacated the chair, Mr. O' Brien was moved thereto by Mr. Daniel Considine. 

James Clancy gives notice that he will on the 23rd day of Dec. inst. move to give a meat dinner to the paupers of this workhouse on Christmas day next. 
Resolved that the appointment of a valuator be taken into consideration as the meeting of the board to be held on Friday the 23rd inst. and that the clerk be directed to advertise in the Clare Journal for tenders from competent persons to be lodged with the clerk on or before 4 o' clock on Thursday the 22nd Dec. inst.
Peter J. Owen gives notice that he will on the 23rd. inst. move to have some paupers, improperly located on the union at large, discharged or allocated to the proper electoral divisions.

Ordered that tenders be again invited for 3 months for the offall of the workhouse at a fixed sum, bread, new milk, and skimmed milk.

Meeting held on the 9th day of December, l842.

[144] Ordered that the water cistern be covered with white deal, one inch thick to prevent dust etc., from getting in and stopping the pipes.   Cost not to exceed 15s. 

Mr. Pat O' Dwyer is declared the contractor for 12 months to supply worsted thread at 1/l0 per lb. and angolia cotton thread at 1/7 per lb. 
John Fallon is declared contractor for bread, best quality, at 5 1/4d. per lb. loaf and dipt candles at 6d. per lb. best quality for 12 months. 
Mrs. Mary Moran is declared contractor for 12 months for new milk at 1 1/2d per quart. 
John O' Brien is declared contractor for the offall of the workhouse, for the sum of 11s. for three months from this date.  James McDonough be declared the contractor for the doors and frames, and shutters and frames for the openings in the workhouse already described for the sum of 7.5.0 being the sum specified in this tender.  

[145] Mr. O' Dwyer gives notice that he will on this day week move to give the porter, schoolmaster and schoolmistress four pounds of meat each in the week instead of three pounds. 
Laurence Nelligan has agreed to continue his contract for one month longer, for skimmed milk at 1/2d per quart.

Meeting held on the l6th day of December, l842.

Ordered that no change be made in the diet of the porter, schoolmaster, and schoolmistress. 
The master having reported that seventeen panes of glass were broken in the house on Wednesday last by the wind, and he having further stated that the attention of the contractor should be called to the glazing generally before the contractor's accounts shall be settled, as the glass has been put in in a very temporary manner with a small portion of putty, and a little paint rubbed on the outside,
Ordered that the clerk informs the Commissioners of the master's report respecting the glass already broken, and the glazing of the house generally.

The master having reported that the gate leading to the turf store was partially broken, the wind having put it inside the stone stop and the upper part broken,
Ordered that a carpenter be employed to mend the gate forthwith. The master having required paving stones to pave the kitchen yard and the drains of the yards in general,
Ordered that horses and cars be employed to bring sea stones for the purpose, each load to contain l5 cwt. weight. 
Ordered that one pound of meat weighed raw be given on Christmas day to each pauper for dinner.
Resolved that the adult male paupers get only 3 1/2 lbs. of potatoes for each meal in future instead of 4 lbs. Mr. O' Brien M.P. having left the chair, Mr. James O' Brien was moved thereto. 
Resolved that the master supplies new clothes to any paupers who have their cloths broken, while the broken cloths are mending.
[148] Mort Slattery gives notice that he will on this day week remove any paupers improperly located on the electoral division of Ennistymon and that the support of such paupers shall be charged to the union at large from the commencement of such improper location. Read tenders for master and matron's tables and cover for the water cistern. 

Ordered that James MacNamara be the contractor, his tender being the lowest at 12s. for each table and 13s. for the cover of the cistern.  
Ordered that Pat Quinn be the contractor for coffins in three sizes for 12 months, first size 4s. 6d, 2nd size 3s. 9d, and third size for 2s. l0d.
Ordered that Michael Conole be the contractor for one ton of oaten straw for the sum of 1.5.0.

Meeting held on the 23rd day of December, l842.

Resolved that no third discussion takes place on the same subject before this board after this day.

Pat Fitzpatrick is removed from off the union at large to Ennistymon Electorial Division. 
Pat Crowe is removed from Miltown Malbay Electoral Division to the union at large. 
Mary Ballinger is removed from Ennistymon to Rath Electoral Division.  
Read tenders from several persons proposing to revise the valuation of this union.  

Ordered:-
- that Patrick Shannon be appointed the revising valuator of this union at the rate of 30 per annum. 
Mr. O' Brien M.P. protested against the appointment of Patrick Shannon in as much as that he is in the employment of a large landowner in this union, whereby he is rendered incapable of an impartial revision of the valuation of this union. 
[151] - that the clerk advertises for the drawing of paving stones per load for the use of the drains and yards. 
- that straw be again advertised for.
- that the children from 6 to 2 years old, get 1/4 lb. of bread each for supper and that their allowance of potatoes be curtailed, 1/2 lb. each meal.
- that 136 lb. of beef be purchased from Richard Cavanagh, at 2 3/4d. per pound for the purpose of giving the paupers at Christmas dinner, and one stone and half of meal and half a pound of pepper be had to make soup for same. 
- that the clerk receive a check for the sum of 2.0.0 to defray the expences of the serving and collecting of the voting papers in the Rath Electoral Division still unpaid.
- that Charles Carrigg be declared the contractor for 2 tables for the master and matrons' rooms and for the cover of the cistern instead of James McNamara, who resigned his contract for doing same, Charles Carrigg's tender being next lowest; each table at 15s. and the cover of the cistern 15s.

Meeting held on the 30th of December, l842.

Ordered:-
- that 8 pots be sold which are at present useless in the house, as reported by the master.
- that the glazing of the house be deferred for further consideration.
- that branding irons, for wood and clothing be purchased by the master at the foundry.
- that the master purchases birch brooms for the use of the workhouse floors.
- that tenders be invited for a cupboard for the porter, the cost of which is not to exceed 15s.
[153] -that the master purchase 2 lb. of white thread for mending cloaths.  Mr. O' Brien, M.P. protested against the appointment of Mr. Shannon as reviser in as much as he is driver to Sir. Lucius O' Brien, a large land proprietor in the  union, and not a valuator of land by profession. 

Resolved that we require an advance of 200 from our treasurer as we are indebted to contractors and others in nearly that sum, and whereas we are about collecting the second rate immediately we request that the Commissioners will sanction the loan of so much.

Meeting held on the 6th day of January, l843.

[155] Resolved that in future no paupers be admitted into this workhouse without being recommended by the guardians or wardens of the respective electoral divisions to which they claim to belong. 
Resolved that the following persons be appointed as wardens in the following parishes, viz.,
Ennistymon Parish, Mr. Roger Guthery and Mr. James Shannon of Tullygarvin.  
Clouney Parish, Mr. Andrdew Shannon of Turleheen and Mr. John Curtin of Lahvarreen
Rathborney Parish, Mr. Thomas Rider,
Noughaville Parish, Mr. Michael Hynes. 
Killeeny Parish, Mr [no name given]
Drumcreehy Parish, Mr. Michael Eagan
Ballyvaughan in Drumcreehy Parish, Mr. John O' Dea.

Ordered that several contractors, officers and others claiming payment this day receive checques for same that the clerk be required to investigate their accounts minutely.

The master having reported the state of the chimneys in the workhouse to be out of order for want of being cleaned, John Beauman is declared the contractor for 12 months for the sum of l.l0.0 being obliged to cleanse all the chimneys in the workhouse once in every three months.  Mr. Thomas Cahill gives notice that he will on this day week, remove Dennis McGann and all others improperly located on Rathborney Electoral Division. 

Ordered:
- that the date of the commencement of the matron's salary be the same as the master's.
- that a lackerometer or an instrument to test milk be purchased by the master.
- James McDonough is declared the contractor for porters press, or cupboard, at 14s. 6d.No guardians having attended this days meeting, it is, therefore, adjourned to Friday the 20th January, l843.

Meeting held on the 20th day of January, l843.

Resolved that the matron be allowed to have only one of her children with her in the workhouse, and that she pays the cost price of the provisions of that child. 
Mr. John Foley swears that he was present when his mother paid Michael Howlahen, collector for Rath Division, the sum of l.3.0, in part payment of rate due by her in that division, (Howlahen having left the country and gone to America).
[158] Resolved that Mrs. Foley gets credit for that sum l.3.0, and that the sureties of Michael Howlahen be forthcoming for same. 

Doctor Finucane reported that a pauper named Michael Glynn in the hospital misconducted himself by beating a boy who was also in the hospital. 
Proposed by Mr. Cahill and seconded by Mr. Fitzgerald. that Michael Glynn be turned out of the workhouse for misbehaviour.  
Mort Slattery gives notice that on this day week, he will move to have the workhouse closed. 
Mr. Fitzgerald gives notice that on this day week he will remove any paupers that may have been improperly located on Kilfenora Electoral Division. 

Resolved that Pat Kelly be removed from the Ennistymon Electoral Division and placed on the union at large.

Ordered that the clerk writes to the Commissioners urging the necessity of the appointment of the revising valuator without further delay. 

Read tenders from meat contractors. 
Ordered that Richard Cavanagh be declared the contractor for beef and mutton, beef at 3 1/2d. and mutton 4 1/4d. per pound for 6 months from this date. 

Resolved that we accept of Mr. Pat O' Dwyer's resignation of his potatoe contract.  
Ordered that the clerk invites tenders for potatoes for three months. 
Mr. Morony gives notice that he will, on the 27th inst., move to have the books for the new rate forthwith prepared and contracts for the collection thereof in the several divisions be advertised for. 
Mr. O' Gorman gives notice that he will move to have the new rate delayed until one fourth of the present valuation be reduced. 
Ordered that the clerk writes to all the guardians stating that their presence will be necessary on this day week.
[160] Ordered that the following persons with their families be discharged from this workhouse on tomorrow morning after they get their breakfast:- viz.

Ordered that no paupers be admitted this day.
Ordered that Michael Glynn be forgiven his present offence not withstanding the resolution passed this day for turning him out.

Meeting held on the 27th January, l843.

Moved by Mr. Mort Slattery and seconded by Mr. John Kerin that the workhouse be closed until the first day of May next. 
This motion being objected to, a division took place, and the house was ordered to be kept open for the relief of the poor by the vote of the chairman. 

Resolved that no rate be collected until the first day of May next in this union.  
Ordered that William Russell, a pauper, be discharged tomorrow morning after he gets his breakfast.
Resolved that the matron be not charged the cost price of provisions for her infant child as directed by the resolution of the 20th inst.

Read tenders for potatoes. 
Ordered that John Fallon be declared the contractor for potatoes for 3 months from this date at 2 1/4d per stone.

Mr. Michael MacNamara is appointed warden in the parish of Kilonahen. 
Ordered that no pauper be admitted this day. 
Mr. James Shannon gives notice that he will on this day week remove from the electoral division of Rath, Mary Ballinger. Francis G. Morony, Esq., occupied the chair at the meeting until the arrival of Major McNamara, the chairman.

Meeting held on the 3rd day of February, l843.

With reference to the Commissioners' communication of the 6th January last respecting the appointment of a revising valuator,
Ordered that the clerk does communicate to the Commissioners that the idea of the general percentage reduction has been relinquished by this board and that it is a revision of the present and existing assessment that is necessary. 
With reference to the Commissioners' communication of the 26th January last, respecting the discharge of a large number of paupers from this workhouse on the 20th January last,
Ordered that the clerk does communicate to the commissioners that the guardians could not help turning out the paupers as having no funds and no credit.

This board further desire that at this season of the year the County Cess is in course of collection, and the hardships of collecting the rate in addition would be too much, besides that the season is plentiful and no danger of paupers being hungry, that they will retain those only who are very old, feeble and unable to beg.

Ordered that the clerk invites tenders for soap, brushes, and brooms for 3 months.  
Ordered that the following paupers be discharged on tomorrow morning after breakfast, viz.,

Ordered that the porter repairs the coal box lately burnt by cinders.

James O' Brien gives notice that he will not admit any paupers on the electoral divisions of Kilonahen until the lst day of May next. 

Ordered that Mary Gallery and her four children be removed from Ennistymon Electoral Division and placed on the union at large.

Meeting held on the l0th February, l843.

Read tenders for soap, sweeping brushes and brooms. 
Ordered those several articles be again advertised for. 

Mort Slattery gives notice that he will, on this day week, move a resolution regretting the determination of the P.L. Commissioners to dispense with the service of so efficient a public officer as Doctor Phelan, one of their assistants. 

With regard to the commissioners' letter of the 7th inst. respecting their enquiry about the matron's child,
Resolved that the clerk informs the commissioners that we consider the matron is entitled to her infant child, now seven months old only, under her own protection and that
[169] we also consider it would be a hardship to make a charge for the diet of so young an infant. The matron having applied to this board for liberty to plant cabbages in the two outer yards to the rear of the bathrooms in the front house.

Ordered that she does get liberty to do so provided it meets with the sanction of the Poor Law Commissioners.  James Moran and his four children are admitted on Kilfenora Electoral Division this day. Patrick Curtin is admitted on Kilshanny Electoral Division this day. 
Ordered that the master purchases a sweeping brush for present use.

Meeting held on the l7th of February, l843.

Resolved:-
- that we view with much regret the determination of the Poor Law Commissioners to dispense with the services of  Mr. Phelan, one of their most useful assistants whose profession and working habits peculiarly fit him for the situation which, from experience, we found him to fill with benefit to the country and honour to himself. 
- that we respectfully call upon the Poor Law Commissioners to continue his services in as much as he had previously surrendered a valuable and lucrative practice to carry out the provisions of a bill fraught [171] with the greatest difficulties and, as we cannot refrain concurring in the very general opinion, that his dismissal would savour of sectarian and political bias, if not actually a slur on the capability of Irishmen. 

Read tenders for soap.
Ordered that soap be again advertised for and that the master buys 2 ton of English soap for present use.  Read tenders for brushes and brooms. 
Ordered that James McDonough's tender for brushes be accepted at l6s. per dozen.  
Ordered that the master returns the workhouse clock to the clockmaster it being found defective and that he takes another in its stead, supposed to be a better one.

Meeting held on the 24th of February, l843.

Resolved that no rate be collected until the present value is revised as we know, and are well aware, that the present valuation is in many instances unequal and under such circumstances that we cannot consent to collect the present rate, well knowing that it would be an act of great injustice to rate payers. 
We therefore respectfully request that the  Commissioners will forthwith sanction the appointment of the revising valuator as the facility and the expediting of the collection of the present existing rate entirely depends upon such sanction without further delay. 

Ordered that the matron be directed to desist from interfering with the workhouse yards in planting cabbage or any other vegetables.

Proposed by Mort Slattery and seconded by Michael Finucane that all paupers within the workhouse be discharged on tomorow morning after breakfast, except the following persons of whom they have given a list and the children of both sexes namely:-

Those persons contained in the list are therefore retained, and twenty six persons by virtue of the resolution are discharged. 

Ordered that one dozen of birch brooms be included in James McDonough's tender for brushes. 
Ordered that Thomas Drew's and Joseph Bouchier's tenders for soap be laid by until Friday next when samples are required from each contractor. 

The master has observed to me on Saturday morning that he was unable to carry out the resolution of the previous day in as much as that the following persons were suffering under the following difficulities and, therefore, could not be discharged in compliance with the said resolution namely:-

Biddy Reed - under the influence of acute and dangerous medicine. 
Mary Ballinger - only 4 days after confinement of childbirth. 
James Curran - anointed by chaplain on Friday morning, the 24th inst.,
Patrick Connellan - no dress, the one he had coming being a borrowed dress. 
Patrick Curtin - ulcerated legs which cannot be cured but by amputation.

Meeting held on the 3rd day of March, l843.

Mr. Gilbert the A.P.L. Commissioner was present. Cornelius O' Brien Esq., M.P. took the chair after Mr. O' Gorman's leaving it. 
Ordered that the clerk writes to the several guardians of the union informing them that the signing of the new rate will be a matter of consideration before this board on Friday next.  The Commissioner having enquired as to the progress of vaccination of this union it was reported by the clerk that there is only one contractor for vaccination as yet in the union, who was declared on the 28th of October l842, and although he was supplied with proper books, that he has made no returns to this board since the commencement of his contract.

Resolved:-
- that this board request of the Commissioners that the provisions of the Vaccination Act be carried into effect by their allowing the contracts entered into by this board, now more than 12 months since. 
- that Joseph Bouchier's tender for soap be accepted at l.14.0 per cwt, same as the sample now before the board. 
- that the clerk procures from the different collectors, the names of the nonpayers of the last rate in the union and produces same to the board on this day week.

Meeting held on the l0th of March, l843.

Ordered that the clerk writes to the several collectors and their sureties, informing them that if the balance of the rate outstanding be not paid into the treasurer in the course of the next week, that the proceedings will be instituted against them without further notice.

Resovled that the signing of the new rate be put off until the 31st. day of March inst.
Ordered that milk be substituted instead of gruel for dinner. 
Resolved that the clerk advertise for contractors to cleanse the cess pools and privies. 
Ordered that contractors be advertised for by the clerk, for glazing, whitewashing and keeping the roof of the workhouse in repair for 12 months.
Ordered that the collector for Rath Electoral Division be at liberty to take any steps he pleases to recover from Mrs Foley any rate due by her in that division not withstanding the resolution of the board of the 20th Janauary last. 

Pat Clancy gives notice that he will on this day week remove any paupers that may be improperly located on Ennistymon Electoral Division.  James Shannon gives notice that he will on this day week remove any paupers that may be improperly located on Rath Electoral Division.

Meeting held on the l7th day of March, l843.

James O' Gorman D.V. Chairman entered the boardroom and took little or no part in the business, it having been almost
over at the time. 
Michael O' Brien the collector for Miltown Electoral Division, settled his accounts and there appears due by him£4.0.8 1/2. 
Mort McMahon collector for Carron settled his accounts and there appears due by him£7.9.6 3/4. 
The Commissioners' letter of the 9th inst. was read enquiring why a large number of paupers were discharged from the workhouse on the 25th ultimo and on the 20th January last, some of whom were sick, some in the worst stage of destitution and some aged and infirm.

The master reported that steps ought to be taken to procure turf as the quantity of turf on hand is not more that sufficient for another fortnight.
Ordered:-
- that no turf be advertised for until the 31st day of March inst.
- that Michael Culligan be removed from Ennistymon Division to Miltown Malbay Division.  
- that John Conway, John Healy and family, Mathias McNamara, Daniel Quinn and Bridget Honan be removed from the Ennistymon Electoral Division and placed on the union at large.  
Bryan Daly furnished his account for Kilfenora, Kililagh and Kilonahen, he being collector for the three divisions, and there appears due on the three divisions £2.l9.3 1/2.

Meeting held on the 24th day of March, l843.

The master reported that a pauper named John Leyden left the workhouse without leave on Saturday last with the union dress on but returned on Sunday morning.
Ordered that John Leydon be confined for 12 hours in the refractory cell. 
Ordered that Mr. Knoxe's accounts for printing be discharged as soon as there is credit with out treasurer. 

[182] Resovled that our chairman, Cornelius O' Brien Esq. M.P. be requested to write to Sir James Graham, Lord Elliot, Sir Robert Peel and also the Poor Law Commissioners calling their attention to a resolution of the board passed some time since, with respect to Mr. Phelan Assistant Commissioner.

Proposed that Cornelius O' Brien Esq., M.P. be the chairman of the board for the ensuing year. Carried. 
Proposed that Francis G. Morony Esq., be the vice Chairman for the ensuing year. Carried. 
Proposed that James O' Gorman Esq., be the deputy vice chairman of this board for the ensuing year. Carried. 

Ordered that a rate of 2 1/2d in the pound be made on the present existing valuation and that our clerk be directed to purchase and prepare books for same forthwith.  
Mr. Francis Fitzgerald gives notice that he will move on this day week to have Mr. Blackwell, contractor for vaccination in the Electoral Divisions of Ennistymon and Kilfenora, discontinued from the duties of that office in as much as that such duties will in future be performed by the medical gentlemen in charge of local dispensaries in those divisions free of any charge on the poor rate.

Ordered that James Hynes, solicitor, be employed by this board to recover from James Callinan, collector of rate in Drumcreehy, Burren and Rathborney Electoral Divisions in this union, the several sums of money appearing outstanding in the said divisions and that he also does institute proceedings against George MacNamara Esq., as the security of the said James Callinan for the recovery of same. 
Ordered that our clerk writes to George MacNamara Esq., informing him of the intention of this board to sue him as surety for James Callinan before Mr. Hynes be called upon to proceed agreeably to the above resolution. 

John O' Dwyer gives notice that he will on this day week remove any paupers that may have been improperly located on Kilshanny Electoral Division. 

Pat Fitzgibbon gives notice that he will on this day week remove any paupers that may have been improperly located on the Miltown Malbay Electoral Division.  James Shannon gives notice that he will on this day week remove any paupers that may have been improperly located on the Rath Electoral Division.

Resolved that a rate of 5d. in the pound be adopted this day, not withstanding the last day's resolution of adopting a rate of 2 1/2d in the pound and that the books of the said rate of 5d. in the pound remaining unsigned since the 23rd of December last be now signed and declared and that our clerk be directed to advertise for collectors forthwith.

- that our clerk be directed to urge the necessity of having a revising valuator appointed to this union with as little delay as possible.  Read tenders for turf.
- that John Fallon's tender be accepted at the rate of 1s 4d per creel of 2 statute boxes to the extent of three hundred, of 42 creels in each hundred. 
- that the matron gets leave of absence for 2 days as her presence in Kilrush in indispensable.
- that the clerk advertise for 20 whitewash brushes, four hand brushes, together with a scrubbing brush for the purpose of whitewashing the workhouse. 
- that lime be advertised for, for the like purpose.  James Quinn gives notice that he will remove John Conole and family from the union at large, on this day fortnight, those persons having been this day removed from Kilshanny to the union at large.

Michael Considine gives notice that he will on this day fortnight remove Hanora, Mary and Bridget Gallery from the Ennistymon Electoral Division. 
James Shannon gives notice that he will on this day fortnight remove from Rath Electoral Division, Mary Foley and Thomas Flynn. 
Pat Fitzgibbon gives notice that he will on this day fortnight remove from Miltown Malbay Electoral Division, Bridget, Mary, Pat and Thomas Browne, Michael Crowe, Michael Culligan, Pat Hogan, Nancy Murry and Nancy Magane. 
Ordered that the clerk answers the communication of George MacNamara Esq., and does inform him of his liability of paying any money which James Callinan the collector does not collect and pay to the treasurer.  Michael O' Brien gives notice that he will on this day fortnight remove Mary Kennedy and Thomas Birmingham from Drumcreehy Electoral Division.

Meeting held on the 21st day of April, l843.

Read tenders from rate collectors. 
Ordered that the consideration of those tenders be put off for a week and that new tenders be invited for each separate Electoral Division in itself. Read tenders for straw.
Ordered that half a ton of straw be taken from James Walsh at 15/-.

Resolved that it is necessary to put two doors and frames with locks, keys and hinges to the two spaces under the stairs leading to the boys and girls dormitories, as recommended by the master for the purpose of converting those spaces into storage for working utensils.
Ordered that tenders be invited for those door frames etc. the cost not to exceed 15/- for the whole.  The master reported that it was necessary for the safe keeping and securing of the union property to have one dozen padlocks with 2 master keys, hasps and staples, as all the locks of the house mostly could be opened by pass keys which was very dangerous.
Ordered that such potatoes of the best quality be advertised for until the lst day of September next from the 28th April inst. and that the contractor be at liberty to supply new potatoes in the due season to enable him to carry out his contract.  The new potatoes so supplied (if any) to be of the best quality.

It appearing that 2 chairs in the boardroom had been broken and it being the duty of the porter to keep safe all the furniture therein,
Ordered that the porter repairs those chairs at his own expense and that in future when any article of the furniture in his charge shall happen to be broken instead of being allowed to repair such article, he shall be obliged to substitute a new article of the same description.  The master having recommended the utility of a bin to hold meal,
Ordered that a bin be advertised for the cost of which not to exceed 5s.
Ordered that 3 dozen combs be advertised for, for combing childrens' heads.   The chairman gives notice that he will on this day week move that no motion for dismissing or changing any pauper after a previous discussion and decision be entertained.

- that James Droney's tender for lime be accepted at 9d. per barrel to the extent of 40 barrels.
- that 16lb. of thread be had from Mr. O' Dwyer, the contractor, for the purpose of keeping the female paupers knitting stockings and mending them.  Read tenders for brushes for  whitewash. 
- that the clerk sends advertisements to each electoral division on the union upon all occasions that commodities of any kind are Ordered to be advertised for, for the use of this workhouse.

Meeting held on the 28th day of April, l843.

Resolved
- that on any day after the admission of a pauper the propriety of the location of such a pauper may be investigated once only. It being then fixed it is never to come under discussion a second time. Agreed unanimously.

- that the thread which was ordered at the last meeting for the purpose of making and mending stockings be not supplied until it is shown to this board, how the last quantity of thread which was given, has been disposed of and to what advantage.

Ordered
- that six pieces of tape be had from the contractor of thread, for the use of the childrens' frocks and l gross of needles.
- that 2 presses with locks, keys and hinges be advertised for, for the use of the schoolbooks, each press to be 6 feet high 4 feet wide and l6 inches deep with 5 shelves in each the cost not to exceed 15/ each.
- that half a reim of common writing paper, 1 jar of ink and 2 gross of quills, be had from the contractor of stationery for the use of the boys and girls in the school and l dozen catechisms.

Resolved
- that a check be given to Laurence Nelligan, 7.12.9, for milk. 
- that the appointment of a revising valuator appears to the board to be urgently required, and as another rate has been made and collectors appointed, that the Commissioners be requested to sanction the appointment [197] of Mr. Shannon who has been elected by this board and that they be requested to reply to this communication before our next day of meeting.Carried by a majority of 16 to 2.
Read tenders for straw.
Ordered that James Walsh be declared the contractor for straw at l.4.6 per ton.
Read tenders for potatoes. 
Ordered that John Vaughan be declared the contractor for potatoes at the rate of 1 3/4d per stone for four months. Pat Shannon of Derry and Pat O Dwyer of Ennistymon his sureties.
Read tenders from collectors of rate.
Ordered that the following persons be appointed collectors of rates in the following divisions, at the following rate of poundage, viz.,
