Meeting held on Friday the 10th January 1845.

The register book was signed from No. 1069 to No. 1076.

The treasurer's book of receipts and payments was produced by which it appeared that the

Medical Report

Since last report we have had no death. We had some new cases of fever. There are 23 boys labouring under disease of the skin and as there are a good many cases of fever in the hospital. I would advise that those labouring under skin disease be all sent to the probationary wards for some time.

Resolved that the master get a check for 10/- to buy lime etc. for whitewashing the house as a preventative of fever and that all the patients labouring under skin disease now in hospital be removed to the probationary wards pursuant to the recommendation of the medical officer.

Read tenders for shoes

Resolved that we accept of Peter Hayes' and Patk Carrigg's joint tender at 4/- per pair for 180 pair, 120 pair where of to be made of smooth runner, tipt and nailed, the other 60 pair of light runner in the quarters and calfskin in the uppers with tips, all to be delivered within ten weeks.
Resolved that we accept the tender of Patk. O'Dwyer for 180 pair of Angola socks at 6 1/2d per pair and to be delivered within ten weeks.

Resolved that the following checks be drawn

Resolved that the clerk order a provision book according to the form presented by the Commissioners.
Resolved that advertisements be put forward calling for the sweeping of chimnies at such times as will be required until the 8th Dec, 1845.
Resolved that the stones on the wall at present around the workhouse ground be given to the contractor for building the boundary wall and piggory, to assist him in the foundation, and the stones remaining after the building the wall and the piggory to become the property of the guardians in return.

In consequence of the non-attendance of guardians we had no meeting on the 17th of January, 1845.

Meeting held on Friday the 24th of January, 1845.

The register book was signed from No. 1077 to No. 1078.

The clerk reported:
That Peter Hayes and Patrick Carrigg & their sureties have signed their bond for supplying 180 pair of shoes in 3 sizes according to their agreement.
That he advertised for meal and the sweeping of chimnies.

The treasurer's book of receipts and payments was produced by which it appeared that there had been

- the Commissioners' letter of the 14th of January 1845 respecting the payments due to the audit fund.
- Mr. Hancock's letter respecting the same subject of the 19th January '45.
- Commissioners' letter of the 22nd January 1845, respecting the payment of the 2nd instalment of £100 to the contractor of the fever ward and requiring the contract and bond to be transmitted to them.
- Commissioners' letter 16th January 1845 returning plans and specifications of boundary walls, stables and piggory, setting forth that Mr Herbert ought not be paid for the superintendence until the completion of the work.

Mr. Patrick O'Dwyer paid a union debt of £2.18.6 to the treasurer as per receipt.

Medical Report
Since last board a boy named Reidy died of phthisis and a woman named Mrs. Smith was confined of a girl.  Fever is on the decline and I have much pleasure in informing the board that out of 40 cases treated in hospital during the present month we have had no deaths and only 8 remain under actual treatment.  The matron is quite recovered and the porter, who had typhus fever of a very bad character, is getting on well.

In consequence of the trouble and inconvenience arising from paupers quitting the workhouse without cause and returning to suit their own convenience, Resolved unanimously that no pauper who quits without sufficient cause or leave from the board for a limited time should be readmitted and that the master do notify this resolution to such persons as shall be admitted from time to time.

The clerk laid the new rate of 7 1/2d in the pound before the board and it was signed.

Resolved
- that the consideration of the sweeping of the chimnies as also the contract for meat be put off until this day week and that all tenders sent to this board in future for any articles be on printed forms to be had from the clerk.

The Commissioners' letter of the 15th January 1845, with regard to the clerk, having been read by the chairman,
Resolved that we unanimously agree to reply thereto.

That advertisements were duly posted for the several articles as directed by the board at the last meeting.

Read:
- Commissioners' letter of the 28th ult. requiring a monthly return of the union funds.
- Commissioners' letter of the 29th ult. increasing a return of officers to be amended.
- Commissioners' letter of the 4th Feb., inquiring whether the notices for ensuing election were received.
If so when or whether they were posted.
The clerk reported that he had received back Mr. Thom's bill for the election notices which he sent to the Commissioners on the 3rd inst.
- Commissioners' letter of the 5th inst. enquiring whether the warrant for adding a fever ward to the
workhouse was registered in the Court of Exchequer.
- Commissioners' letter of the 5th inst. to the chairman with respect to the clerk.
- letter from Pat McMahon of 6th February, with reference to the absence of his brother who is in Galway who was the former rate collector in Carron Electoral Division and was called upon by the clerk to attend the board this day.

The following is a list of medicines required by the medical officer of the workhouse viz.

There are 24 patients in hospital at present of whom 7 are suffering from mild fever, of which we had only one new case for the last week. We want the medicine named in the accompanying list for the surgery.

Read tenders for clothing.
Resolved:
- that we accept the tender of Mr. Patrick O'Dwyer for 7/8 wide dowlas, same quality as pattern in the clerk's custody, for seven pence half penny per yard - quantity required 275 yards; and for 240 yards of linsey woolsey 7/8 wide, same quality as pattern in the custody of the clerk, for one shilling and four pence per yard.

- that we accept the tender of Robert Wiggins for l00 tin spoons at one penny each, 6 scissors at 1/3 each, and 12 sweeping brush handles of ash at 4d. each. The scissors and spoons to be the same as at the house already.
- that we accept the tender of Michael Farrell for sweeping the chimnies 4 times until 8th December next, the kitchen flues to be swept once a month, all for the sum of one pound nine shillings sterling.
- that we accept of the tender of James McDonough for supplying a mangle the same as at Ennis Workhouse for the sum of seven pounds sterling, and to be delivered within 2 months, and for the supplying of a shower bath same as at Ennis Workhouse, for the sum of two pounds two shillings and to be delivered within 2 months.

In reference to the Commissioners' letter of the 5th February inst. with regard to the registration of the warrant under 3 and 4 Vict. for the building of a fever ward attached to the workhouse,
Resolved that the clerk do write to the Commissioners and state that such registration did not take place and require from them the necessary information as to how it is to be perfected, as the board have no knowledge how such things are to be done, in the meantime that the Commissioners will forward the 2nd instalment of £100 to the contractor certified for now 6 weeks back, and the
work nearly completed.

Resolved that Mary Devitt gets 2 days leave of absence.

Resolved that Richard Cavanagh gets a check for £6.14.8 for meat to the first instant.

Resolved that John B. Keane Esq. gets a check for advertising for £6.5.6 to this day.

Meeting held on Friday the l4th of February, l845.

The register book was signed from No. 1099 to No. 1106.

The clerk reported:
- on the execution of orders previously made etc., that Richard Cavanagh and his sureties have perfected their bond for supplying both beef and mutton.
- that Pat O' Dwyer and his sureties have signed their bond for supplying 275 yards of dowlas and 240 yards of linsey woolsey according to agreement.

- that James McDonough and his sureties have signed their bond for supplying a mangle and shower bath.
- that the altar which the contractor was bound to have finished on the 26th ult. is not finished.

Read Commissioners' new order for posting the election notices on the 12th Feb. bearing the date the 6th day of Feb. l845.

Read Commissioners' letter of the llth inst. on the subject of the despatch from Dublin of the election
notices and in reply to the clerk's letter to the Commissioners of the 9th inst.

Medical Report:

There were 3 deaths since last meeting. Mr. Guthrie aged 80 years of chronic diarrhea, Michael Reidy aged 33 of consumption, Thomas Moriarty, an orphan, aged 4 months of consumption. There are 20 patients in hospital, we had 3 new cases of fever since last report.

The master reported that Suzanne Cahill was a lunatic and unmanageable,
Resolved that our chairman do write to the manager of the District Lunatic Asylum, to make room for this woman and the master do in the meantime keep her in the house under the constant care of one of the ablest of the female paupers.

Boardroom,    Ennistymon Union    Feb. 14th. 1845

A young woman named Susanne Cahill, a pauper in this house, occasionaly becomes outrageous and unmanageable.  There is no person in this establishment capable of    managing the lunatic ward and I therefore request you will make room for this woman in the District Lunatic Asylum.

Resolved:
- that the master get a check for £2 to purchase seeds and that Thomas Russell gets a check for carriage of book to this day for 10s 6d.

Meeting held on the 28th of February, l845.

The register book was signed from No. 1105 to No. 1110.
The clerk's report was read to the following effect:
That the clerk got the warrant of attorney attached to the bond of James McDonough prepared before a Commissioner in Ennis as required.

The master being at Ennis according to the order of the board, having laid before them the plan of the mangle there, and it being considered insufficient,
Resolved that it be made according to the tender of James McDonough the contractor.
Mr. O' Dwyer having left l8 suits of boys' clothing before the board they were approved of.
Read:
- Commissioners' letter of the l8th ult. with respect to the registration of the warrant of attorney attached to the bond for the due performance by Mr James McDonough of his contract for the erection of a fever ward at the workhouse.
- Commissioners' letter of the 19th inst. imforming the board that the Commissioners' architect contemplated being here in 8 or 10 days
[270] - Commissioners' letter of the l9th inst. accompanying plans of drying frames for the women's yard and laundry as recommended by Mr. Hancock, Poor Law Commissioner.
- The report of the Land Commissioners, received on the 26th inst.
- 2 sealed letters, directed to the chairman, one of which was from Wexford Union and the other from Mountmellick Union.
- Commissioners' letter of the 20th inst. with respect to the period at which a nomination paper should be received by the returning officer.

Resolved that our clerk do write to Mr. Shannon, the revising valuator, to produce his books before the board on this day week, as the collector of the rate is impeded for want of the revision.

Medical Report:
There are 26 patients in hospital, we had 6 new cases of fever since last meeting. Anne Connellan aged 80 died of asthma and disease of the heart. Biddy Reedy was confined of a healthy female child on the l7th inst.

- that six shillings and four pence 1/2, rate due in Carron Electoral Division, is considered uncollectable.
- that our clerk do advertise for 2800 boxes of good turf.
- that Anne Cullinan gets leave of absence for 3 days and Elisa Kelly for one week.
- that Mr. Mort McMahon gets a check for £4.10.0 for 2 years poundage on rate in Carron.
[272] - that Mr. Herbert gets a check for £12.10 for 3 months salary to 23rd Feb. inst. for repair of workhouse.
- that John Molony get a check for £2.9.9 for 3 months salary to the 16th Feb. inst. for repairs of iron works, etc.
- that Patrick Quinn gets a check for coffins for £2.ll.0 to this day.

Meeting held on Friday the 7th of March, l845.

The register book was signed from No. 1111 to No. 1119.

The clerk reported that he advertised for 2800 boxes of turf pursuant to the orders of the board.

The treasurer's book of receipts and payments was produced by which it appeared that the

- Commissioners' letter of the 26th Feb. relative to the registry of marriages in Ireland.
- Commissioners' letter of the 28th Feb. l845 relative to the return of union funds.
- Commissioners' letter of the lst March inst. relative to the number of children sent out in service etc. from the workhouse.
- letter of the Registrar General accompanying copies of the notices as directed by the provisions of the Marriage Act, 7 and 8 Vict. chap. 81 sect. 82.

Medical Report:
There are 24 patients in hospital. Of these 9 are fever cases all doing well. Nance Hogan, aged 84, died of natural decline since last report.

The clerk laid the list of candidates for the ensuing election before the board.

Resolved that unless the collectors have their several balances paid up this day fortnight that their bonds be put in suit and that our clerk does inform them of this resolution.
Resolved that the following hours of discipline be adopted in this house until the 29th of September, next when same may be altered.

School 3 hours commencing at 1 o'clock with 1 hour before breakfast.
Work from 7 until 4 o'clock.

Resolved that checks be drawn for the following amounts.

Meeting held on Friday the l4th of March, l845.

The register book was signed from No. 1120 to No. 1124.

The clerk reported that he has informed the several collectors of the resolution that the board came to on the 7th inst. of putting their bonds in suit unless they had their several balances paid up on or before the 21st inst.
The shoes and dowlas contracted for was left before the board and approved of.

The treasurer's book of receipts and payments was produced by which it appeared that there had been

Read:
- letter of the Commissioners of 12th inst. enclosing half a bank post bill for the sum of £100 for payment of an instalment to the contractor for erecting a fever ward at the workhouse.
- Mr. Wilkinson's report which accompanied the above letter on the fever ward.
- treasurer's letter accompanying a receipt for the sum of £14.1.10, credited to the Burren Electoral Division of this union, and paid by George McNamara Esq. the security of James Callinan, the former collector for Burren who was a defaulter.
- Letter from the editor of the Dublin Times newspaper bearing date 7th March, l845, recommending the great advantages afforded by that journal as a medium for advertising.

Medical Report:

Since last report, we have had two very bad cases of typhus fever. One of the patients, (who for a long time laboured under paralysis), Conor Moran, died on Wednesday night; a child named McDonough also died of croup. In all we have four patients in fever.

Resolved that an application be made by our clerk to the National Board of Education for the supplying of

as required by the schoolmistress on the grounds that the original supply was not sufficient.

Resolved that one weeks leave of absence be given to Biddy Ahern and Nancy Byrth, paupers in the workhouse.

Read tenders for turf.
Resolved that we accept the tender of Michael Hogan for supplying the workhouse with 2800 boxes of good turf at 4 1/4 per box.
Securities John Shannon of Killanagh and Michael Doherty of Gurranne.

Resolved that the master gets a cheque for £4.5.0 to buy potatoe [sic] seeds.

Resolved that Patrick Carrigg and Peter Hayes get a cheque for £30 on account for shoes.

Resolved that the following persons be a committee appointed to inspect the revised valuation and report the results to the board.

Resolved that our clerk do write to Mr. John O'Brien, calling upon him to send the surveyor who struck out the 6 acres of land bought for the workhouse premises, as a boundary wall is about being built.

Resolved that the clerk do write to the Poor Law Commissioners stating every particular with reference to John Molloy in order that they may get him admitted into the Richmond Institution for the Industrious Blind under the Stern charities.
