- commissioners' letter of the 13th inst. respecting remuneration to clerks of unions for copies of rate books furnished to relief committees.
- commissioners' letter of the 16th inst. with respect to advertising for relief officers.
- commissioners' letter of the 17th inst. accompaning a return to be furnished to them containing an account of the amount of debts of the guardians of this unions.
- petition of the guardians of Thurles Union to Parliament calling for the measure called the Tenant Right etc.
- letter dated at League Hall, Thurles on the 7th inst. addressed to the Chairman on the subject of the Tenant Right and which letter contains the rules of the society.
[326] - letter addressed to the Chairman from Hodge and Smith agents to her Majesty's Government for sale of the Ordnance Maps and recommending to the guardians the utility of a map of the Ennistymon Union for several purposes.
- Letter from the Antrim Union addressed to the Chairman bearing date 1st July 1847 on the subject of the 28th section of the Irish Poor Relief Extension Act.

The clerk laid before the board the warrant of the Lord Lieutenant dated 21st inst. for levying the sum of £20 off the Union of Ennistymon for lists and estimates.
Read the following warrants bearing date 8th inst. from the Lord Lieutenant to levy the following sums of the following electoral divisions for the purposes of the Temporary Relief Act viz.

Resolved that a rate of the following sums in the pound be this day struck on the net annual value of each of the above divisions to meet the several sums mentioned in the said warrants. viz.

And that a rate be struck on the union at large to meet the warrant for twenty pounds for making out bills and estimates.
In reference to the Commissioner's letter of the 16th inst.
Resolved that our clerk do advertise on one number of the Clare Journal for competent persons to fill the situations of relieving officers in the several divisions of this union. All applications to be lodged with the clerk before 12 o clock on Friday the 6th August next.

In the absence of the plan and specification of the bake house and oven which were written for to Mr Wilkinson,
Resolved that the tenders for building same be put off until this day week.
Mr O'Gorman gives notice that he will on this day fortnight move to rescind the resolutions of the 9th inst. which continues 1s in the pound poundage to the collectors for the amount of their warrants.

Medical Report
We have in the fever hospital 16 patients in bed 23 up. In the infirmary 26 in bed and 54 up. We had 16 deaths since last report. We had a few new cases of fever.

It appearing on the medical officer's report that there is no room for fever patients,
Resolved unanimously that the present applicants for admission into the hospital be sent to the fever hospital of Ennis and that no fever patients be in future admitted into the infirmary and further that the master do in future send all such applicants as cannot be accommodated in the fever hospital, being in fever, to the fever hospital of the county.

Medical Report
We have in the fever hospital in bed 14, up 20, all going on well. In the infirmary in bed 18, up 45. We have had 4 deaths since last report. The extent of disease in the house is much diminished.

Read tenders for meat.
Resolved that we accept Pat Lynch's tender for beef @ 4 1/2d per lb and for mutton @ 5 1/2d per lb for 6 months.
Read tenders for soap, salt and candles.

Resolved that we accept Michael Roughan's tender for soap @ 1.14.0 per cwt., dipt candles @ 6 1/2d per lb, mould candles @ 8d per lb, salt @ 3.6 per cwt for 6 months.
Read tenders for bread.

Resolved unanimously that we accept Michael Moloney's tender for bread @ 1.0 per 4lb loaf for 3 months.

Resolved that we accept Mr Pat O'Dwyer's tender for groceries at the following prices viz.

for six months.
Resolved that our clerk do advertise for tenders for Indian meal and rice against this day fortnight.
Resolved that tenders for building the bake house and oven be adjourned to this day fortnight.
John McMahon the rate collector for Ennistymon Electoral Division having failed to lodge money collected by him with the treasurer, agreeably to his engagement on the 23rd inst., and having failed to procure sufficient security for new rate,
Resolved that our clerk do request the Commissioners to dismiss John McMahon forthwith.

It appearing to the board that they cannot appoint relieving officers without the Commissioners' order,
Resolved that the appointment of relieving officers be put off until Friday the 20th August next.
Mr O'Gorman gives notice that he will on Friday the 20th August next move to rescind the resolution of the 9th inst. which continues to the rate collectors 1 shilling in the pound poundage, on the amount of their present warrants, and that he withdraws his notice of bringing the same subject before the board on the 6th August next.

- commissioners' letter of the 31st July 1847 on the subject of reducing the 13 electoral divisions of the union into 8 relieving officer's districts.
- commissioners' letter of the 31st ult. containing the opinion of the law officers of the crown on the subject of the 12th section of the Irish Poor Relief Extension Act 10 vict cap 7.
- commissioners' letter of the 31st ult on the subject of the law respecting the collection of the rate with observation on the reserve case of Daniel Considine, Liscannor collector.
- commissioners' letter of the 29th ult. accompaning forms of return of the monthly account of the state of the funds of the union.
- commissioners' letter of the 29th ult. accompaning drawings for additional ventilation etc. etc.
- commissioners' letter of the 4th inst. stating that an order for the removal of John McMahon, rate collector is in course of preparation and expressing their regret that the appointment of relieving officers had been postponed
- letter from Messrs. Wildey and Co., London, bearing date 28th ult. recommending to the guardians the use of coconut fibre.

[338] The clerk laid the plan and specification of the oven and bakehouse intended to be built at the workhouse before the board of guardians.
- commissioners' letter of the 5th inst. relative to the approaching election of relieving officers and pointing out the description of persons whom the guardians should appoint.
- commissioners' letter of the 5th inst. accompanying forms relative to rates made or agreed upon for the purposes of the Temporary Relief Act.
- commissioners' letter of the 5th inst. accompanying enquiries to be answered in regard to each of the persons who has or may be appointed relieving officers.
- commissioners' letter of the 6th inst. requiring early in every month an account of the liabilities of the guardians.
- letter from Mr. Kerin agent to the Patriotic Assurance company bearing date 30 July 1847, on the subject of the erecting stoves in the schoolmaster and schoolmistress' bedrooms.
- commissioners' letter of the 6th August inst. expressing their satisfaction at the result of the proceedings before the magistrates on the 2nd in regard to the collection of the poor rates in this union.
[339] - commissioners' letter of the 11th inst. accompanying their General Order regulating the administration of relief under the statute 10 vict. cap. 31.
- commissioners' letter of the 11th inst. accompanying queries on the subject of burying paupers on any part of the workhouse ground.
- circular from the Relief Commission Office, Dublin Castle, bearing date 31st ult. informing the inspecting officer of each union that upon the termination of the Temporary Relief Operations. The relief lists and other documents are to be delivered in to the charge of the clerks of the respective unions, also stating that the Government boilers with any sacks or implements are to be handed over to the guardians.
- commissioners' letter of the 11th inst. accompanying the circular of the Relief Commissioners above stated.
- commissioners' letter of the 12th inst. accompanying a form of the return of inmates and their accommodation in each week.
- commissioners' letter of the 12th inst. accompanying 2 copies of the Vagrant Act.
- commissioners' letter of the 14th inst. on the subject of carrying into effect the general order of the Commissioners bearing date 2nd inst. under 10 vict. cap. 31.

[340] The clerk read the commissioners' general order bearing date 2nd August inst.

Resolved that it is the opinion of this board that the appointment of relieving officers be postponed for 3 weeks and that our clerk do within 4 days furnish to each guardian a list of the several candidates with the residence of each, and the names and residence of their respective securities and further that the names of such new candidates with their securities, as may be given in within 2 days, be added to such lists, and that the votes of the guardians for said election be taken by ballot.
Moved that a memorial be forthwith forwarded to his Excellency the Lord Lieutenant, praying for the immediate completion of the unfinished roads of this district and that Cornelius O'Brien, John McNamara and John O'Brien Esq. be appointed a subcommittee for preparing same and that such memorial, when adopted, be forwarded by our Chairman.

Upon Mr. O'Gorman's motion of reducing the collector's poundage from 1s to 9d in the pound, a poll was taken when there appeared for giving 9d in the pound 14, against 10.
Resolved that 9d in the pound be the poundage on the amount of the present balances of the rate outstanding.

John McNamara gives notice that he will on this day 3 weeks move a petition to Parliament for a repeal of the Act of Union between Great Britain and Ireland. That the bond be specially summoned for said day.

Medical Report
The house is in a healthy state at present and more free from fever than it has been for a long time. We have some cases of mild opthalmia amongst the boys. There are 58 patients in the infirmary and 32 in fever hospital, 3 new cases of fever occuring in the house during the week. We had 4 deaths since Friday last, 2 of diarrhea, and one of dysentry and one of fever.

The system pursued here is well adapted for producing a cleanly, orderly, industrious, and self relying race of people.
Description of female school from superintendants report.
The children are clean and orderly, in one school only have I seen any so healthy, or contented looking.

I give notice that I will on this day 3 weeks move that the resolution of this day, reducing the poundage of the collectors to 9d be rescinded so far as relates to the warrants at present in the collectors hands.

To the clerk of the board of guardians Ennistymon Union.Mr. Skerritt gives notice that he will on this day 3 weeks move that the warrants at present in the several collectors hands be called in and new warrants made out for collecting the rate made on the 12th of March last and the collectors be directed in the meantime to desist from acting out the present warrants so far as relates to the rate made under the Temporary Relief Act.

Resolved that our clerk do call on Mr. John McMahon for his several books and warrants while connected as collector of rate with this board and in the event of his refusal to be proceeded against within one week after.
Resolved that the appointment of collector for the Ennistymon Division be adjourned to this day 3 weeks, and that the clerk in the meantime do ascertain what remains due of McMahon the former collector.
[343] Resolved that we accept the proposal of Thomas Russell and Martin Tuohy for building the oven and bake house, according to plan and specification in the custody of the clerk for the sum of £58-10-0.

Resolved
- that the commissioners' opinion be requested in reference to their letter to the Ennis guardians of the 24th August inst. on the subject of persons having tracts of land not being eligible for relieving officers, and ascertain from them what quantity of land will, in their opinion, be deemed sufficient to disqualify a candidate for that office, and that their answer be sent as early as possible.
- that we accept Mr. Pat O'Dwyer's tender unto the 1st day of December next for Indian meal at £12-16-0 per ton.

Read
- commissioners' letter of the 17th inst. stating that the words (within 2 months after the said rate shall have been made) shall not appear in the collector's warrant in future.
[347] - commissioners' letter of the 17th inst. on the subject of the return of the liabilities of the guardians.

Medical Report
The house continues healthy the few cases of opthalmia which we had amongst the boys are nearly well. There are 56 patients in the infirmary and 29 in fever hospital.  We had 5 deaths in the house since this day week, 2 of fever, 1 of bronchitis, and 2 of diarrhea.
