Medical Report:
In the week ending 30th of June, we had new cases of fever 16, dysentery and diarrhea 9, measles 24, cholera 3, other disease, anasarca 5. Died in the week, fever 6, dysentery and diarrhea 4, measles 8, cholera 2, anasarca 1. Remaining under treatment, infirmary 86, fever hospital 43. We have a great many cases of measles at Lahinch House. Sandfield is healthy.

- 27th June, l849, directing notice to be given to the treasurer when rates are made relative to the rate in aid.
- 29th June, l849, intimating that a requisition for £780 had been forwarded to the commissioner.
- 2nd July, l849, requiring the monthly collection of rates by 9th inst.
- requiring the return of a monthly liabilities by the l4th inst.
- 2nd July, l849, enclosing copy of a letter from George Green requesting outdoor relief and the commissioners' reply thereto.

Resolved that the clerk be directed to inform the commissioners that the vice guardians were unable to examine the indoor register in consequence of having the relieving officer engaged with the auditor in settling their accounts.
The master having applied for leave of absence it was ordered that he be allowed 4 days leave for the pupose of going to see how the workhouse books are kept in the Limerick Union.

For the week ending Saturday the 7th, we had new cases of fever 8, dysentry and diarrhea 5, measles 6, small pox 1, cholera 3. The deaths for the same week, dysentry and diarrhea 3, measles 9, cholera 3, anasarca, pox, asthma 4, infants 2.
Total under treatment on Saturday in infirmary 76, fever hospital 43.

- Of the 9th of July 1849 - intimating that Mr. Wilkinson was [sic] of opinion that the charges in Mr. Whitston's bill was professional.
- Of the 9th of July 1849 - approving of the appointment of Mr. William Cannon as valuator of this union at a remuneration of £250.

Resolved
- that the salary of Cornelius O'Sullivan, schoolmaster of the Miltown Auxiliary Workhouse, be reduced from £35 to £25 per annum with rations.
- that the commissioners be requested to appoint the Revd. Michael Connoly chaplain to the aux.workhouse at Sandfield at a salary of £20 per annum.
- that the clerk do post notices in the several electoral divisions of the union inviting tenders from persons desirous to contact with the vice guardians for conveyance of poor persons afflicted with fever to the Moymore Temporary Fever Hospital, such tenders to state the amount of each separate case and for those when two or more patients are carried from each electoral division, tenders to be considered on 28th inst.
[158]- that the clerk do summon the attendance of the several collectors at the board room upon Saturday the 14th inst. for the purpose of a further scrutiny of their collection books, the vice guardians observing with regret that those officers have failed in the due discharge of their duties and that the clerk do, at the same time, intimate the intentions of the vice guardians forthwith to place their bonds in their solicitors' hands for the purpose of issuing execution against them and their surities.
- that the clerk be directed to enquire from the clerk of the Limerick Union what amount of compensation was paid by the Limerick Board of Guardians to medical gentlemen in attendance on the cholera hospital of that city distinguishing Drs. from apothecaries.

Mr. Cannon, the lately appointed valuator of the union, having this day intimated to the vice guardians that he could not undertake the duty except on the terms that he be paid the amount remuneration agreed on for his services viz.- £250 by five instalments of £50 each on the completion of a fifth proportional part of the duty and to which the vice guardians see no reasonable objections,
[159]Resolved that the clerk be directed to enquire from the P.L.C. whether the vice guardians are privileged to make such payments keeping in view that Mr. Cannon is to be taken into surety in the sum of £500.

Resolved that the tender of Mr. John Herbert be accepted for the removal of the hot plates at Lahinch for the sum of £34 10 0.
The porter of the parent house having applied for leave of absence for 4 days, it was ordered that it be granted.

Admitted in week ended 14th, new cases fever 7, cholera 10, measles 6 , dysentry and diarrhea 11, asthma 2, in confinement 1, _____ 1, total 38. Died in the week ending 14th, fever 2, cholera 6, measles 6, 2 infants of convulsions. Remaining under treatment on the 14th in infirmary 80, fever hospital 35, total 115.
Lahinch house under treatment on the 14th measles 50, dysentry and diarrhea 10, total 60. The deaths for the week of measles and dysentery 3.

Read commissioners' letter:
- Of the 12th July 1849 - intimating that a sum of £780 had been forwarded on the name of Captain Kennedy.
- Of the 12th July 1849 - about an offer made by Mr. Comerford in giving land free of rent attached to Ballykeale Workhouse.

The vice guardians having discovered that John Murphy, r.officer for Killonahan electoral division, had placed on his relief list persons possessed of property and that Michael Hynes R.O. for Burren and Carron Electoral Divisions had given rations to ablebodied persons for more days than they appeared at the working depot or on the stewards' books and, not having rendered a sufficient explanation to the vice guardians, it was resolved that the clerk do communicate with each of the r. officers requesting of them respectively to send in their resignations forthwith.
Information having reached the vice guardians that several paupers from the parent and auxiliary houses are in the habit of frequently absconding, it was resolved that the masters of the several houses shall at each board day forward a list of the paupers who have absconded in the preceeding week and that on discovery of each case - they cause information to be forthwith sworn before a magistrate and a warrant of arrest procured.

[168]Resolved that the clerk do invite tenders for the supply of 35 tables and 70 forms for Ballykeale and Sandfield auxiliary workhouses according to the pattern to be seen at the workhouse-tenders to be considered on the 1st August.

Resolved that the clerk do advertise for an assistant master for the parent house at a salary of £25 per annum with apartments and rations, the election to take place on the 2nd August.

[172] Clerk's Report.
The clerk has to report that in the treasurers a/c as furnished by him for week ended 14th inst. credit was given by mistake to Michael O'Brien, collector for Drumcreehy, for a sum of £39 13 4 which should have been credited to Michael Owens of Corofin. The clerk could not detect the error until the collectors' attendance on the 23rd.

The Lahinch Houses are more healthy than they have been, Sandfield is quite healthy.

- Of the 23rd of July 1849 - requiring to know upon what grounds the vice guardians propose reducing the salary of the schoolmaster at Miltown.
-Of the 23rd of July 1849 - about paying Mr. Cannon by instalments for valuing the union.

The master requires the following for the use of the workhouse -400 Glengarry caps for men, 200 for boys, 300 yards of cheque, 500 yards of Drogheda linen, 500 yards corduroy, 20 lbs of upper leather, 10 lb of insole leather, 2lb of wax, 4 lbs of steel tacks , 1400 nails, 10 lbs of hemp, 3 doz tips, 1200 needles, 12 large scissors, 2 doz thimbles, 2 doz shovels and handles and 50 stone of wool.
For Lahinch workhouse, 4 clothes horses, 40 yards of rope. Ballykeale workhouse, 1 ton of straw, 2lbs of turnip seeds, 100 platters , 200 saucepans.

Required for the fever hospital Moymore, fifty shifts, fifty chemises, 6 scrubbing brushes, 6 sweeping brushes and 1 popes head, ordered that the several requests be procured from the contractors.

Resolved
- that the clerk do take immediate steps to insure the auxiliary house at Sandfield and Gibson premises, as also the temporary fever hospitals at Moymore and Miltown Malbay.
- that 20 stretchers be procured from the Sandfield and Gibson auxiliary houses.
[179] - that the tenders be invited by handbills for drawing to the parent and auxiliary house at Ballykeale, the turf cut for each of these establishments, tenders to be considered on 2nd of August, the master tendering to undertake to deliver the entire quantity within 14 days.
- that the clerk do ascertain from Andrew Gardner of Ennis what charge he will make for repairing the pumps at the auxiliary workhouse and temporary fever hospital.
- that the clerk do invite tenders for setting 2 boilers at the temporary fever hospital Miltown Malbay, the boilers (now out of use) being supplied from the parent house, tenders to be considered on 9th August.- that a copy of the letter addressed to the vice guardians by Mr. Octavius O'Brien, the solicitor of Messrs Bannatyne and Son, be inserted on the minutes and that a copy be also forwarded to Mr. Cullinan the solicitor of the vice guardians for his advice and direction.

A sum of £6298 8 8 1/2 up to the 25th March being due to Messrs Bannatyne of Ennis by the Ennistymon Union, I am directed by the gentlemen to ask you to give him a plea of confession or other security for that sum and which will carry interest, as it could not be expected that he would have outstanding such a sum except upon equitable terms.

Resolved that the tenders of Martin Hill be accepted for the supply of straw to the Miltown Auxiliary Workhouse to the 29th Sept at £1 per ton.
Resolved that the tender of James Daley be accepted for the supply of oaten straw to the parent and auxiliary workhouse Lahinch until the 29th Sept at £1 per ton.

The vice guardians having received a letter from Mr. John O'Brien, M.P., dated 25th inst. complaining that a sufficient value of labour for the numbers employed was not to be seen at Kilfenora stone breaking depot,
Resolved that the superintendant of labour in that district be required to measure the stones broken, walls built and other works executed at the depot and report to the vice guardians at their meeting at Noughaville on the 31st ult. the result of his measurement with a view to discover whether the steward in charge is fulfilling his duty in requiring a fair days labour from each recipient of relief and to report generally on the conduct of the officers.

The vice guardians having seen in the annual report of the commissioners of Education for 1847 a recommendation that the minimum amount of salary to each teacher of the union workhouse National School be fixed at £30,
Resolved that the resolution of the vice guardians on the minutes of proceedings of 10th, 11th and 12th reducing the salary of Cornelius O'Sullivan from £35 to £25 be rescinded and that said salary be now fixed at £30 per annum.

Resolved that the clerk do write a cautionary letter to the following collectors expressing the surprise of the vice guardians at the nonfulfillment of their promise to lodge a reasonable amount of the outstanding rates upon the 21st inst, John Cahill, Martin Hynes, Michael O'Brien, Michael Kerin, Daniel Considine, Mathew Hehir and at the same time to summon on the attendance of all the collectors at the board room on Wednesday the 30th inst. for the purpose of scrutinizing the collecting books.

Resolved that the following letters be addressed to the Secretary of Education Office, Dublin.

Gentlemen,
[186] I am directed to report to you that a school for boys exceeding 300 in numbers has been, for nine months past, established under the national Board of Education at Miltown Malbay, one of the auxiliary houses of this union.
As your inspectors have not as yet visited or examined the progress of the boys at this school, the vice guardians deem it desirable to report officially to you that the school is in appropriate order that it may come under the immediate supervision of your officers.
