[55] Medical Report
In the week ended Saturday 6th April there were 152 under medical treatment in
infirmary and infirm wards and 59 in fever hospital. We had 15 deaths in the house, 7 of
dysentry, 1 diarrhea, 1 measles, 1 dropsy, 1 anasarca and a child died suddenly in
probationary ward and 3 of fever. 5 died at Lahinch, 3 of dysentry, 2 of diarrhea and 2
children at Sandfield.

- 2nd April 1850, copy of a letter from Mr. Daly relieving officer respecting
chargeability of paupers etc. with commissioners' reply thereto.
- 2nd April 1850, requiring a return of persons relieved in and out of the workhouse on
the last day of February distinguishing males from females.
- Requiring a return of the total number of tenements in the union rated above the
respective amounts of £20, £25, £30, £40 and £50.

It having been proposed that Cornelius O'Brien Esq. be elected chairman for the
ensuing 12 months, carried unanimously.

Resolved
- That Mr. Donald Kean act as clerk during the illness of Mr. Kean, clerk of the
union, who is in fever.
John O'Dwyer gave notice of motion that he would on this day fortnight move the board to
rescind the contract entered into for perfecting a certain drain leading from the
workhouse and have same readvertised for. Michael Kenny gave notice of motion that he
would on this day fortnight move that the Miltown Malbay Fever Hospital be reopened.
- That in as much as Mr. Poulet Scrope has given notice of motion to enquire into the
state of certain distressed unions in Ireland that we forward a petition to the House of
Commons praying that such inquiry be granted with respect to the Ennistymon Union and that
a copy of this
[58] resolution be forwarded Mr. Scrope.
- That Thomas Stack, John Donnollan and Peter O'Loughlin do form a committee to enquire
into the state of our burial ground and to report therein with a view of making such
suggestion as they may see fit.
- That the proceedings instituted by this board against C. O'Brien Esq. be abandoned and
that our collector be directed to distrain the lands on which the rates are due.
- That the commissioners be requested to order elections for the divisions of Kilfenora
and Clohanes for which there were not any nominations received.
- That the following guardians - Capt. McNamara, Mr. Calcutt, Burdett Morony, Mr. Kenny,
Mr. O'Dwyer, and Mr. Stack be a committee to report to the board.....23rd. April the rates

interest at the rate of 5 per cent be allowed on said sum until same shall be discharged
and that no cheque be issued except for current expenses until said demand be liquidated
Mr. Bannatyne having agreed to enable the guardians to keep the house supplied during the
current week,
- That the process of Mr. Hynes' suit for £10.4.6 1/2 served on the board be defended by
Mr. Cullinan.
The board proceeded to consider tenders for turf for Miltown Aux. Workhouse when Michael
Quinn's tender was accepted at 3 3/4 d per box.
Resolved that the contract for best Irish soap be annulled and that fresh tenders be
advertised for.

[65] Medical Report
We had 156 patients under medical treatment in infirmary and infirmary wards and
54 in fever wards. There were 20 new cases of fever during the week. We had 18 deaths in
parent house, 9 from dysentry, 2 diarrhea, 4 measles and 2 children died suddenly. There
are 65 children receiving medical treatment at Lahinch Infirmary. 2 died there of diarrhea
and four at Sandfield of measles terminating in dysentry and chest infections, which were
caused in a great measure by the cold comfortless state of the house.

Ordered that the carpenter be directed to proceed at once to Sandfield to glaze and repair
the house where necessary.
[66] The following letters of the P.L.C. and others were
read.
- 10th. April, 1850, stating that the non-resident justices cannot act as
ex-officio guardians for the current year in the new union.
- 11th. April 1850, expressing their regret at the clerk's illness and requiring to know
what provision has been made during his illness.
- 12th. April, 1850, with copy of an ejectment served on the commissioners with regard to
the workhouse site and reccommending the guardians to pay the rent without delay.

[67] - 13th April 1850 referring the clerk to their circular letter
of the 18th of May 1848, requiring an annual report of the numbers vaccinated in the
workhouse to the 25th March 1850.
Resolved that the several rate collectors do forthwith furnish to the proprietors of land
in their respective districts the particulars of their demands and that each rate
collector furnish to this board on this day week a copy of the statements given to each
proprietor.
Resolved that all the business of this board be transacted for the future on one day only
and that our first day of meeting for that purpose be Tuesday the 23rd April 1850, and
notices of this resolution be given to several relieving officers of the union.
The board made the following orders.
Ordered that advertisements for Irish soap be abandoned and that English soap be
advertised for. Contractor be declared on the 23rd inst.

[75] Medical Report
At the above date we had 159 patients receiving medical treatment in infirmary
and infirm wards and 55 in fever hospital. The deaths for the week in parent work house
was 41, 2 of fever, 4 of dysentry, 1 phthisis, 1 of paralysis, 2 of measles, 1 of
anasarca, 1 child of convultions, and an old man suddenly.
There were 125 children in Lahinch infirmary of which number 69 are on sick diet. One died
during the week there, and one at Sandfield.

reach until after the 19th.

[77] Resolved that a committee be appointed for Tuesday next for the
purpose of examining the persons in the house who are by law entitled to out-door relief
and such person be removed from the work house and put on out-door relief in order to make
room for testing the able bodied paupers and that the committee be approved of the board.
The notice of motion given by Mr. Michael Kenny on this day fortnight, the 9th. April, to
re-open the Miltown Hospital having been brought before the board for discussion, a poll
was called for when it was lost by a majority of 5 votes.
The notice of motion given by John O'Dwyer on this day fortnight the 9th. April, 1850
having been brought before the board for discussion, it was resolved that the contract
entered into for building the drain leading from the workhouse be rescinded and that new
advertisments be
[78] issued for the supply of stones to build some
and that Capt. McNamara, Mr. John O'Dwyer and Mr. Calcutt do examine the place and
thereon, it having appeared to the board that several of the collectors have not used due
dilligence in collecting or lodging the rates, it was resolved that their several accounts
be referred to Messers Andrew Lysaght, Mr. Calcutt and Mr. Stack for their report and that
they meet at the workhouse at 12 o'clock p.m. on Friday next and that our clerk do write
to the collectors accordingly.
The board made the following order:
That the master of the parent workhouse do proceed forthwith to the late temporary fever
hospital at Miltown and remove therefrom all the bedding, furniture, etc. of said
hospital. same being required for Moymore Hospital immediately.
Resolved that John Herbert, builder and architect, is entitled to the respect and
gratitude of the board for [79] his efficient and zealous conduct
during the time he acted as clerk of works during the building of our parent workhouse and
that we consider him fully competent to become a contractor for building one of the houses
to be erected at Corofin and Ballyvaughan.
The board proceeded to declare tenders when the following were declared accepted: Thady
Flanigan for English soap at 1 per cwt for the entire union to 29th Sept 1850.
John Kennedy for turf to be supplied at Lahinch Auxillary at 5 1/4d per box for 12 months
from this date, Pat Flanigan for turf to be supplied to the parent workhouse at 7d per box
for 12 months from the 25th day of March last.

[85] Medical Report.
There were 151 patients in infirmary and infirm wards and 49 in fever hospital.
The health of the house is improving, only one new case of dysentry, 8 of fever and 7 of
diarrhea during the week. We had 15 deaths in this house, 6 of fever, 3 dysentry, 2
diarrhea, 3 measles and 1 of dropsy. I have to report the supply of milk has being
irregular (at the hour I write this 2 o'clock pm) my fever patients have not had a drop
this day.
There are 68 patients in infirmary at Lahinch where we had 2 deaths from diarrhea and one
dysentry. 3 children died at Sandfield of measles.

Ordered that the commissioners be referred to the board of guardians' minutes of
proceedings of 23rd inst. in reference to the hospital.
- 29th April 1850, reference to imigrant girls sent out to Australia, Port Adelaide.
Resolved that in as much as our contractor Mr. Bannatyne has refused to supply meal for
the current week for the support of the paupers of this union upon credit and as not
withstanding every effort upon our parts, we find ourselves utterly unable to provide
sufficient funds to meet his demands, we will be under the painful necessity
[88] of stopping relief altogether unless the means of continuing it
are supplied by the Poor Law Commissioners and that our inspector be requested to forward
to them this resolution.
Resolved that our clerk do forthwith send to the several collectors the sheets for the
return of uncollected poor rate with directions that they shall be filled up and sent back
to the clerk before 11 o'clock a.m. on Tuesday next and that the clerk do communicate to
them that their bonds will be put in suit if one case of favour is discovered and that the
collectors do attend to answer any inquiry that may be made.
Resolved that our clerk do communicate with the clerk of the Kilrush Union to the effect
that we are ready to receive the 12 paupers chargeable to the Annagh electoral division in
this union.

Resolved that the auxiliary called the Farm yard be appropriated to any class of paupers
approved of by the following committee and they give the necessary directions to carry the
resolution into effect - Burdett Morony, Michael Kenny, Peter O'Loughlin and Michael
Considine.
Resolved that Mr. Daniel Shine be appointed to take charge of the paupers who are to be
sent to the auxiliary workhouse Farm yard in Miltown at a renumeration of £2 per month
with first class rations and with the understanding that he instructs the children.
Thomas Stack gave notice that he would on this day fortnight move that all persons
receiving relief (outdoor) from 9 to 15 years of age do get 1lb of meal daily.
Thomas Stack gave notice that he would also on this day week move that a uniform rate be
struck within the Ennistymon Union of 2/6d in the £ sterling.

[95] Medical Report.

Died during the week fever 1, dysentry and diarrhea 4, anasarca 1. Remaining under
treatment May the 4th in infirmary 151, fever hospital 52, total 203.
Besides contagious diseases under treatment at Lahinch infirmary same date (besides skin
disease) 55, 3 deaths of dysentry and diarrhea. At Sandfield we had 5 deaths from diarrhea
and teething.
I have to inform the board that the quality of the bread supplied to the workhouse and
auxillaries under my charge is of a most inferior description. It is not fully baked nor
is the flour the best and is never sent to the house in proper time. One day the patients
of Moymore Hospital had no breakfast until after 3 o'clock.
At the workhouse it is also sent much too late. The bread is then sent hot and I had a 4
lb loaf weighed in the morning when received 4 lb 2 ozs ..... weight it was only 3 lb. I
inspected the bread on Saturday with Mr. Briscoe and found it ...... unfit .... [section

[97] Resolved - that all money received from the poor law
commissioners by the hands of the inspector of the union H.H Briscoe be lodged with the
treasurer in the name of the board of Guardians and H.H. Briscoe.
- that the cost of the meal supplied for week ending 2nd March to Ballyvaughan and Corofin
Union be applied for to the several boards.
- that the collectors for Miltown do allow Mr. Henry Morony £2 11 0, overpaid for rate in
the balance of rate to be paid by him.
- that in as much as we have no funds for the purchase of clothes for paupers, that an
application be made to the commissioners for a grant for the purpose of purchasing clothes
and bedding for the inmates.
-that in all cases in future where a complaint is proferred against a contractor for
delivering inferior articles that the bond of such contractor and his sureties be put in
suit forthwith.
[98] - that the following committee be appointed to enquire into the
persons in the house on the union at large who ought to be charged on Ballyvaughan or
Corofin and that the committee do attend on Thursday at 12 o'clock and that the relieving
officers do attend. Thomas Stack, Peter O'Loughlin, John Mc Namara and Michael Considine.
The notice of motion given by Mr. Slack on last board day having been brought before the
board, it was proposed that a rate of 2/6d in the stg. be struck on the new
valuation on the entire union.
Carried unanimously.
Inspector H.H. Briscoe reported that he had received from the Poor Law Commissioners for
relief of the destitute poor of the union, the sum of £200.

workhouse clothes - that the magistrates have hitherto confined themselves to infliction
of punishment for absconding under 1 and 2 vic cap 56 sec 58. That this punishment has
been found totally insufficient for the repression of this crime by reason of the short
period of imprisonment given by the statutes and that additional punishment of hard labour
cannot be effectually inflicted from the very crowded state of our county jail - that we
deem it necessary to call the attention of the commissioners to the important question
whether paupers removing on their persons union clothes are not guilty of larceny and of
submitting to them that the impression of the union stamp on each article of clothing is
evidence that the property on them remains in the union - that some difference of opinion
on this subject exists amongst the assistant barristers and that it would consequently be
most desirable to have the opinion of the law advisors of the crown upon it.
Ordered that the following persons be discharged from the workhouse, Peg Mulquiny, Mary
Mulquiny, Peggy Mulquiny, and Michael Mulquiny.

[105] Medical Report.
Admitted into infirmary and fever hospital 21. Dysentry and diarrhea 17, dropsy
2, measles 5, small pox 1, scroffula 1, mamilary disease 1, absess of the thigh 1, total
49.
Died, fever 2, dysentry and diarrhea 7, measles 3, scroffula 1, old age 1, disease of
heart 1. Under treatment at Lahinch Infirmary, exclusive of skin disease, 52. 4 deaths of
phthisis and dysentry. One death at Sandfield. We will be unable to vaccinate the children
if the subscription to the Vaccine Institution in Dublin is not paid. It is only a guinea
a year. I have asked the clerk several times to procure it for me and he has stated none
will be sent until the subscription is paid up.
The bread for the past week has been much better but is never delivered early. Enough for
2 days bread should be sent at a time so that the breakfast for the 2nd. morning be in the
house to avoid the necessity of getting in bread hot.

[106] Read sealed order dated 6th. May, 1850. Instructions as to the
adjustment of the union accounts.
The following letters from the P.L.C. and others were read:
- 9th. May, 1850, calling for a return of the number of cases vaccinated in the
workhouse during the year ended 24th. March, 1850. forwarded the 11th. inst.
- Intimating that the commissioners forward to their Inspector Mr Briscoe 200 for
payment of the current expenses.
[107] Resolved that the contract for English soap be annulled (for
the workhouse) and that it be re-advertised for. The supply of Irish soap to be taken into
consideration this day week.
- that the commissioners be pleased to refer to the minutes of proceedings of the board of
guardians on the 9th April, requesting that an election may be granted in the electoral
divisions of Kilfenora and Clohanes in this Union.
- that in consequence of the want of funds this board are unable to provide the necessary
cloathing and bedding for the inmates of the workhouse and upon the same grounds are not
in a position to open the auxiliary of the Farm yard capable of containing 200 persons ---
The sum necessary will be £600 stg., and the board earnestly request the commissioners to
obtain the amount from the "rate in aid " fund.
The clerk submitted the following estimate of the probable expenditure of the Ennistymon
Workhouse for the month of May 1850, in maintenance £541-6-5, establishment account £10,
cloathing £175-10-0, rents £59-13-4, officers' salary £75-1-10, medical relief
£158-3-8.
The 2/11th part of the above estimate to be changed to Ballyvaughan Union and 1/8th to the
Corofin Union.
Resolved that the above estimate be adopted by the board and that a copy of it be sent to
Ballyvaughan and Corofin boards.
Resolved that the tender of Mathias Hickey be accepted for purchase of the manure on the
workhouse premises for 15 shillings stg.
Notice of motion given by Mr Stack on this day fortnight the 30th ultimo to increase the
amount given to out door relief paupers from the age of 9 to 15 years having been brought
before the board for consideration it was passed by a unanimous voice of the board.

dysentry and diarrhea 10, after fever 6, child birth 1, measles 1, anasarca 1, accident 1,
total 36. Died in the same week, fever 1, dysentry and diarrhea 7, measles 1, and one
infant.
Remaining under treatment on Saturday in infirmary 160, fever hospital 46, total 206.
Under treatment in Lahinch inclusive of skin disease 56. 2 deaths for the week. At
Sandfield 1 death.
The bread though not bad is not as good in some days as it should be and is never sent in
proper time. If the guardians do not insist on it being in the house at 8 in the morning
then the patients cannot have it at the time they should and I must refer them to my
report of last week, to the loss sustained in getting it in hot.

-18th May 1850. Intimating that the Commissioners could not hold out any hope that they
could advance money to purchase clothing and bedding.

Resolved that we are at present utterly unable to provide funds for this week's
current expenses of the union, either for indoor or out door relief. That we already owe
£200 for the expenses of last week, that we have already exhausted our credit with Mr
Bannatyne, our meal contractor, that notwithstanding every effort on our part, we are not
yet in a position to strike a rate, and that unless we receive assistance from the Poor
Law Commissioners we must suspend all relief to our poor at this the most trying season of
the year.
- also that our inspector be required to bring our very critical condition before the Poor
Law Commissioners.
- that our collectors be directed to destrain forthwith for all arrears of rate where such
a remedy is available and where it is not that they proceed by Civil Bill and have the
parties processed.
- that the following sums be declared irrecoverable in the following Electral Divisions:

sum of £8-8-9 be accepted from the landlord Burdett Moroney Esq. and that the balance
£-8-9 be returned as uncollectable.
- that the estimate of probable expenditure for the month of May under the workhouse
reservation order No 21,430 /50 is as follows - In maintanance £41-6-5 . . . . .
. expenses £0 clothing a/c £75, workhouse officers' salaries £7,
medical relief . . . . . .. rents £67.
[118] Total £93-9-5. One eight part be charged to Corofin union and
two elevenths to Ballyvaughan Union and that the estimate as entered upon the minutes of
the 14th inst. was incorrect.
- that the board do adjourn until the 24th of May for the purpose of examining inmates
that come under sec 1 with the view of placing them on out door relief and that the board
meet at 10 o'clock in the morning.

It was resolved that the Poor Law Commissioners be requested to take into consideration
the distressed state of the district comprising the electoral divisions of Ballyea,
Fermoyle, and Cloonenaha, and to point out to the board of commissioners the necessity of

[119] Resolved also that this union as originally
constructed was one of the poorest and most thickly inhabited in the south of Ireland, and
that as it is at present constructed some of its most wealthy divisions have been
transfered to the union of Ballyvaughan and Corofin and it has been burdened with the
support of paupers from the above districts, certainly one of the most impoverished in the
Kingdom.

Disease of the heart 1, measles 2, dropsy 1, phthisis 1, small pox 1, total 15.
Remaining under treatment on Saturday May 25th, in infirmary 151, fever hospital 58. Total
209.
In Lahinch Infirmary 54, 2 deaths at Sandfield, 4 deaths from masles, hooping cough and
dysentry.
[126] The following letters from the P.L.C. and
others were read.
- Monthly returns of expenses and liabilities 22nd May, 1850. The clerk submitted
a copy to board.
- 22nd May 1850, requiring information about current rates and rates agreed upon.
Information forwarded.
- 22nd May 1850, about the rate abstracts not having been forwarded since the 20th April
'50.
The clerk stated in explanation the cause of the abstracts not having been forwarded was
not attendance of 2 of the collectors Messrs Cahill and Kerin and [127]
that he reported the circumstances to the board.....
- 23rd May 1850 with copy of a memorial from Peter Beaky praying for relief. Ordered that
the relieving officers do take his application and bring it before the board at their next
meeting.
- Read letters from Mr M. Cullinan, solicitor, dated 25th instant. requesting to know from
the board if it was their intention to defend the action brought by Messrs Bannatyne
against them for debt due them.
The board ordered that opinion of council should be taken by Mr. Cullinan on the subject
of the defence and that he was not to give a confession for the debt unless so advised.
Mr Briscoe, Poor Law Inspector, handed in to the clerk deposit receipts for £300 dated
the 27th May 1850.
Mr Andrew Lysaght gave notice of motion that he would on this day fortnight move the board
to change the day of meeting from Tuesday to Friday in each week.
[128] Resolved that the master do furnish the clerk on
every Monday morning when giving in his provision check account invoices of all provisions
and clothing received from the respective contracters, together with the board orders
issued at their previous meeting and each invoice duly certified by the master
- any contractor neglecting to furnish the master with the above vouchers, the board will
not hold themselves responsible for the payment.
Resolved that the relieving officers do furnish the clerk with their accounts not later
than 12 o'clock on each Monday and any relieving officer neglecting to do so will be
considered incompetent.
Resolved that the board do adjourn to Wednesday the 5th of June.
